Grade
Use the exact approved material identity
Write the grade exactly as it appears in the approved drawing or material specification. Include the designation system and any condition or grade suffix that affects procurement. A commercial family name alone can hide differences in chemistry, product availability or acceptance rules.
If the buyer is requesting help with material selection, say so and provide operating and peak temperature, atmosphere or process media, continuous or cyclic operation, deposits, abrasion, load, pressure, section size and fabrication route. A supplier can then propose a route for engineering review without presenting it as an approved substitution.
Use [exact grade designation] as a placeholder in a template, then replace it with the real
project input. Do not invent a cross-standard name. If alternatives are allowed, state who may

Standard
Pair the grade with the product standard
The product standard defines the ordered product scope and acceptance requirements. ASTM’s official catalogue shows separate families for plate, sheet and strip, tubular products, bars, forgings, flanges, fittings and other steel products. Choose the standard that matches the actual form rather than copying a familiar flat-product reference onto every item.
State the full designation and edition required by the project. Add the dimensional standard, project specification or design code when it controls another part of the purchase. If the latest edition may be proposed, say how the buyer will review a change before award.

Form

Dimensions
State the complete dimensional basis
Use dimensions that match the form: thickness × width × length for plate or sheet; thickness × width plus coil data for coil or strip; OD or NPS × wall or schedule × length for tubular products; diameter or section × length for bar; and the applicable standard dimensions for flanges or fittings.
For forgings and custom parts, prepare a controlled drawing or model with revision, units, datum scheme, blank dimensions, finished dimensions and machining allowance. Identify quantity per item and whether dimensions are nominal, minimum, maximum or finished.
Avoid an example with fictional sizes. A reusable line should retain placeholders such as
[thickness] × [width] × [length] or [OD/NPS] × [wall/schedule] × [length] until the buyer
enters real project data.
Tolerance
Separate mill tolerance from finished tolerance
State which tolerances follow the product standard and which are additional. Plate thickness, sheet flatness, strip width, tube wall, bar straightness and flange dimensions belong to different standards and measurement methods. Name any dimensional standard, drawing tolerance or general tolerance class that applies.
Processed items need finished-part tolerances. Define critical features, datum references, profile, flatness, roundness, concentricity, straightness, hole position, bevel or facing requirements as appropriate. Do not assume that cutting or machining accuracy is automatically the same as the requested part tolerance.
Ask the supplier to identify exceptions and measurement-access limitations in the quotation. If several tight requirements interact, request a manufacturing review before the order is accepted.
Surface
Describe the required condition and protection
State the mill condition, surface finish, roughness or appearance, grain direction, pickling or descaling, edge condition, end preparation and protective film where relevant. A finish number alone may not define the buyer’s visual or functional requirement.
For fabricated parts, add acceptable heat tint, weld cleanup, grinding direction, contamination control and passivation or cleaning requirements when the project calls for them. For machined flanges and fittings, identify facing finish and protected surfaces. For tube, state bore cleanliness or end protection if needed.
When appearance is critical, define an approved sample or clear acceptance reference. Specify how surfaces are inspected and how packing prevents rubbing, moisture exposure or edge damage.
Quantity
Give line-item and total demand
State quantity for every size and form in pieces, metres, kilograms, metric tons, coils, bundles or sets as appropriate. Add acceptable piece, coil or package weight where handling equipment sets a limit. If partial shipments are allowed, define the permitted split.

Processing
Define the supplier’s delivered scope
List cutting, slitting, leveling, forming, rolling, beveling, drilling, machining, welding, heat treatment, pickling, passivation, polishing or assembly required from the supplier. Work from the controlled drawing and identify which dimensions are before and after processing.
State bend radii, forming direction, weld procedure or qualification requirements, machining allowance, finished surface and any prohibited repair. If the buyer will perform processing, describe the downstream route when it helps the supplier review condition, flatness, edge or allowance.
Ask the supplier to identify the proposed source form, equipment route and outsourced scope where relevant. Availability and tolerance should be confirmed as one combination. A published machine maximum and a published minimum tolerance may belong to different setups.
Inspection
Build an order-specific inspection plan
State dimensional, visual, surface, PMI, NDT, hydrostatic, mechanical, corrosion or other inspection requirements that follow from the ordered standard and project. Identify the acceptance basis, sampling, report format and release point. Do not add tests merely because they appear on a generic checklist.
If third-party inspection is needed, name the agency or permitted agencies, scope, witness or hold points, notice period, location, report and cost responsibility. Confirm access and timing before production. An inspector’s presence does not replace the manufacturer’s required material documents unless the governing requirement says so.
For custom parts, separate material inspection from processing inspection. Heat traceability, dimensions, weld records and NDT may be different deliverables linked to one item.
MTC
Name the exact document requirement
Write the required inspection-document type rather than only “MTC required.” State whether the document must show the grade, product standard, heat or lot, chemistry, mechanical results, dimensions or other fields required by the order. Add language, copies, electronic format, submission timing and approval requirements.
Define how heat or lot identifiers transfer through cutting, slitting, machining and fabrication. Ask for a material map when several heats or source forms enter an assembly. The delivered document must match the actual goods; a public sample or producer datasheet cannot certify the order.

Packing
Protect geometry, finish and identity
Specify bundle, crate, skid, reel, coil-eye, end-cap, face-cover, separator, moisture barrier or other packing needed for the form and transport. Identify lifting, stacking, package-weight and forklift restrictions. Unusual shapes may need a packing drawing.
Protect plate and sheet faces and edges; stabilize coils and strip; protect tube bores and ends; support long bars; and cover machined flange faces or fitting bevels. Keep dissimilar finished surfaces from rubbing during transport.
State required marks, tags, item numbers, heat or lot identifiers and packing-list links. When marking cannot remain on a finished surface, define a controlled alternative that preserves traceability.
Destination
Give the final delivery point
Provide city, country, postal code and site or port details needed for the quotation. Include delivery restrictions, consignee requirements, project name only when authorized, and any deadline for shipping documents. The destination affects freight, packing, route, documentation and sometimes feasible package size.
Common export ports are Shanghai and Ningbo. They are normal routing options, not mandatory ports for every shipment. Ask the quotation to name the proposed loading port and any inland leg.
Even for EXW, tell the supplier the intended destination and collection constraints. That information helps prevent a package design that cannot move through the buyer’s planned route.
Incoterm
State the rule and named place
