Inspection-Document Purpose

Evidence for one controlled supply

An inspection document supports review of material supplied under a specific purchase route. It should help the buyer connect the issuer’s reported information with the material description, heat or lot and physical goods. It is not a general marketing certificate and it does not make the material suitable for every service.

DIN Media’s official catalogue identifies DIN EN 10204:2005-01 as a current standard for types of inspection documents for metallic products. The catalogue supports that document-type context. The detailed standard and the purchase order govern the actual requirements; this guide does not reproduce hidden normative text.

If the project requires EN 10204 3.1, state it explicitly. “MTC,” “mill certificate,” “test certificate” and “inspection certificate” are common commercial phrases, but a buyer should not assume that each phrase means the requested EN document type. Ask the supplier to identify the exact document route in the quotation.

Keep quality systems and material evidence separate

A management-system certificate concerns the certified organization and management-system scope. It does not report the chemistry, mechanical results or traceability of one delivered heat. A producer datasheet presents grade or product information, not order-specific results. A sample certificate illustrates format, not evidence for a future order.

Build the document package around the purchase description. Grade, standard, form, dimensions, condition, quantity, inspection-document type, traceability, required results and third-party scope should all point to the same controlled supply.

Decide how the document will be used. It may support incoming inspection, fabrication release, customer dossier preparation or final equipment records. Each use can add timing, language, approval and retention needs. Record those needs in the RFQ so the supplier can confirm them before the commercial route is fixed.

Issuer and Validation

Identify what the document claims to be

Start with the title and document-type statement. Check the issuer’s legal or mill identity, certificate number, issue date, order or contract reference and any validation fields required by the purchase order. Confirm that the document identifies itself as the type requested. Do not add a 3.1 label because the layout looks familiar.

The public Eastern Special Steel sample is a useful safeguard. It is visibly headed Inspection Certificate. It contains mill identity, product information, dates, result tables and seals, but neither page identifies itself as EN 10204 3.1. The correct description is approved redacted sample inspection certificate or Sample MTC resource, not 3.1 certificate.

Validate against the agreed route

Supplier confirmation should be obtained before order acceptance. The quotation should name the offered document type, issuer or mill route where relevant and any limitation. The purchase order should repeat the accepted wording.

On receipt, verify the actual document rather than relying on the quotation alone. Check for missing pages, inconsistent numbers, unclear revisions, altered fields or validation that does not match the required route. Where the detailed EN 10204 rules matter, review the purchased standard and project procedures; the DIN catalogue page is not a substitute.

An electronically delivered document may also need file naming, revision control and a secure transmittal path defined by the project. Preserve the original received file alongside any review notes.

Where signatures, names, roles or electronic validation are required, state the expectation in the purchase documents and review it against the actual certificate and governing procedures. Do not infer authority from a decorative seal alone. If validation is unclear, ask the issuer or supplier for an explanation and retain the response with the review record.

Traceability

Follow identifiers from order to product

Traceability is a chain, not a single number. Start with the purchase-order line and material description. Follow the certificate number and heat or lot identifier to the product marking, bundle or piece tag, packing list and goods. The required grain may be heat, coil, plate, bundle, piece or fabricated part.

State the expected grain in the RFQ. If material will be cut, define transferred marking and remnant control. If bundles can be split, identify how tags and packing records preserve the link. If a fabricated assembly uses several heats, require a material map when the project needs one.

Treat redaction correctly

The public Eastern Special Steel sample removes heat and item identifiers, customer and purchaser identities, transaction numbers, quantities, weights, contact channels and machine-readable codes. Redaction makes the sample safer to publish, but it also deliberately prevents order-to-goods tracing.

Do not use the public PDF to demonstrate traceability for stock or a future shipment. The actual order needs an unredacted document available to authorized reviewers and matching identifiers on the goods. When information must be redacted for wider distribution, retain the controlled original in the order file.

Traceability alone does not prove compliance; it proves which evidence belongs to which material. The next step is to review the reported results and requirements.

Plan for downstream work. Cutting, slitting, machining and fabrication can separate material from its original marking. Require a transfer log or material map where the project needs continued identity. The receiving team should pass the controlled heat or lot information to the processor, not rely on memory or an informal handwritten nickname.

Result Review

Compare with the governing standard

Review chemistry, mechanical and supplementary results against the exact product standard, edition and purchase requirements. Confirm the grade route, product form, delivery condition, size or thickness applicability and any supplementary specification. A general grade table or producer typical value is not the acceptance basis.

Check units and limits carefully. For mechanical data, review test temperature, specimen direction, gauge length, condition and the size range to which the requirement applies. For chemistry, distinguish reported heat analysis from typical composition and any product-analysis requirement.

Read blanks, symbols and footnotes

A slash, blank or “not applicable” entry may be valid for one route and unacceptable for another. Do not convert it into a zero or assumed pass. Read table headings, footnotes and continuation pages. Confirm that every result required by the order is present and legible.

The Eastern Special Steel sample visibly contains chemistry columns plus tensile and hardness areas. This demonstrates result-table categories only. Its numbers do not define requirements for another heat, thickness, form or order. Never copy sample values into an acceptance sheet.

If an additional PMI, NDT, corrosion, dimensional or surface report is required, check it as a separate deliverable and match its identifiers to the same material chain.

Use a review sheet that records the requirement, reported value, unit, source page and reviewer decision. A structured record reduces transcription risk and makes missing data visible. It should quote the actual order criteria rather than recreate a generic grade table. Keep any calculation or conversion method with the review when units differ.

Goods-to-Document Match

Inspect the physical identity

At receiving, compare product form, quantity, nominal dimensions, grade marking, standard marking where required, heat or lot identifier and item or bundle tags with the document and purchase order. Confirm that the packing list preserves the same identity.

For plate, inspect thickness, width and length against the ordered dimensional controls. For pipe or tube, check outside diameter, wall, length and seamless or welded route. For cut parts, match the drawing and revision, item identification and transferred heat marking. The MTC does not replace a finished dimensional report when the order requires one.

Separate material release from document receipt

Receiving a PDF by email does not release the goods. The buyer should complete both document review and physical identity review. Define who may sign or record release and where the review record is stored.

Photograph markings and tags before they are removed when the project procedure permits. Record the packing unit and location of any mismatch. If several purchase lines arrive together, keep them segregated until each document set has been matched. This avoids a correct certificate being attached to the wrong bundle during unloading.

Discrepancies

Stop release and preserve evidence

When the document and goods do not match, identify and segregate the affected material. Preserve the original markings, photographs, packing records, transmittal and document file. Record the purchase-order line, discrepancy, quantity affected and reviewer.

Do not edit the issuer’s certificate, add a document-type label, transfer a heat number without a controlled basis or release the product because the chemistry “looks like” the grade. A plausible value is not a substitute for traceability and compliance.

Obtain documented disposition

Send a clear query to the supplier. Request clarification, the missing page, corrected document, replacement marking evidence or other applicable response. Engineering or the purchaser should decide whether the response satisfies the order. Record approval, rejection, concession or replacement according to the project process.

If the wrong document type was supplied, compare it with the purchase requirement. A generic inspection certificate should not be relabelled as EN 10204 3.1. The supplier must provide the agreed evidence or the buyer must formally dispose of the deviation.

Track superseded documents so the wrong revision is not reused. When material has already been cut, extend the hold to the affected parts and preserve the heat map.

Classify the discrepancy so the response matches the risk: missing document, wrong type, identity mismatch, incomplete result, out-of-limit result, illegible field or broken physical traceability. Do not let a corrected spelling issue obscure a separate technical nonconformance. Close each item with the responsible reviewer and date.

RFQ Wording

Use a complete document clause

A reusable RFQ clause can be structured as:

Inspection document required: EN 10204 3.1, subject to supplier confirmation for the offered mill and product route; document to state the ordered grade, product standard, form and dimensions and to retain the agreed heat or lot traceability; report chemistry, mechanical and supplementary results required by the order; provide [language and delivery format] before [defined release point].

Replace the bracketed fields with real project inputs. Add third-party inspection separately, including agency, scope, witness or hold points, notice, reports and cost responsibility. State the destination and document-submission route.

Require deviations in the quotation

Ask each supplier to confirm the document type and list exceptions before order acceptance. Identify whether original paper documents, digitally signed files or portal delivery are needed. Define whether documents must be approved before shipment.

Repeat the accepted requirement on the purchase order. If the order changes, issue a controlled revision rather than relying on email shorthand. A clear clause reduces the risk that the buyer receives a generic datasheet or sample instead of the requested order-specific evidence.

Ask how the document package will be delivered with partial shipments. Each shipment should carry or reference the evidence needed for its goods, and later documents should not silently replace earlier approved records. Define whether a final consolidated dossier is also required and how it relates to shipment-level files.
